CAF imposes sanctions on Senegal and Morocco, bans Pape Thiaw after AFCON final chaos

The Confederation of African Football (CAF) has issued a series of sanctions against both the Senegalese and Moroccan football federations while confirming a five-match suspension for Senegal coach Pape Thiaw following the tumultuous 2025 Africa Cup of Nations (AFCON) final in Morocco.

The final, held in Rabat, was interrupted for over fifteen minutes after Senegal appeared set to abandon the pitch in protest of decisions made by Congolese referee Jean-Jacques Ndala Ngambo. The match reached a tense climax when Morocco was awarded a late penalty following a VAR review. Senegal goalkeeper Edouard Mendy saved Brahim Diaz’s attempted panenka, sending the match into extra time. Three minutes into extra time, Pape Gueye scored a stunning left-footed strike from the edge of the area, securing Senegal’s second AFCON title in history.

CAF acted decisively by suspending Senegal coach Pape Thiaw for five official CAF matches, citing “unsporting conduct in violation of CAF Disciplinary Code principles of fair play and integrity” and for “bringing the game into disrepute.” The coach was also fined USD 100,000. The suspension will be served during Senegal’s upcoming AFCON qualifying matches, though Thiaw remains eligible to coach at the 2026 FIFA World Cup in the United States, Mexico, and Canada. Senegal is drawn in Group I alongside France, Norway, and the winners of intercontinental play-offs involving Bolivia, Suriname, and Iraq.

Senegal players Iliman Ndiaye and Ismaila Sarr were each handed two-match suspensions for unsporting behaviour towards the referee. In addition, the Fédération Sénégalaise de Football (FSF) was fined a total of USD 615,000: USD 300,000 for the improper conduct of supporters, USD 300,000 for unsporting behaviour by players and technical staff, and USD 15,000 for disciplinary issues related to player cautions.

Moroccan Sanctions

On the Moroccan side, defender Achraf Hakimi received a two-match ban, with one match suspended for one year, for unsporting behaviour. Forward Ismael Saibari was suspended for three matches and fined USD 100,000. The Royal Moroccan Football Federation (FRMF) was fined USD 200,000 for inappropriate conduct by stadium ball boys and USD 100,000 for their players and staff invading the VAR review area, obstructing the referee. An additional USD 15,000 was imposed for the misuse of laser pointers by Moroccan supporters, bringing Morocco’s total fines to USD 415,000.

CAF Dismisses Morocco Protest

CAF also rejected a formal protest lodged by the FRMF, which had claimed that Senegal violated Articles 82 and 84 of the AFCON regulations during the final. By dismissing the petition, CAF reaffirmed Senegal as the rightful 2025 AFCON champions, closing the matter officially.
