PURC announces 1.14% electricity tariff increase for Q4 2025

The Public Utilities Regulatory Commission (PURC) has announced a 1.14% increase in electricity tariffs for the final quarter of 2025, which will take effect on October 1. Water tariffs, however, will remain unchanged during the same period.

In a statement released on Tuesday, September 23, 2025, the Commission explained that the review was carried out under its Quarterly Tariff Adjustment Mechanism. This framework allows utility charges to be aligned with prevailing economic conditions that are beyond the control of service providers.

According to PURC, these reviews are crucial to safeguarding the real value of tariffs while ensuring the financial sustainability of utility companies, enabling them to consistently deliver services to consumers.

The Commission’s assessment considered the following key factors:

  • Exchange rate trends – A projected weighted average of GHC12.37 to $1 was applied, accounting for prior under-recoveries.

  • Inflation levels – Domestic inflation was projected at an annual average of 12.43% for the fourth quarter.

  • Natural gas pricing – The approved Weighted Average Cost of Gas (WACOG) remains at $7.71 per MMBtu.

  • Power generation mix – The composition is unchanged, with 28.8% hydro and 71.2% thermal supply.

PURC noted that the marginal adjustment in electricity tariffs reflects the combined impact of the cedi’s depreciation and inflationary pressures while maintaining stability within the utilities sector.

From October 1, electricity consumers will experience slight changes in their bills, while water tariffs remain constant.
