Ghana seeks extradition of former Finance Minister Ken Ofori-Atta from US

Ghana’s Attorney General and Minister for Justice, Dr Dominic Ayine, has revealed that formal steps have been taken to seek the extradition of former Finance Minister Ken Ofori-Atta and an alleged associate, Ernest Darko Kore, from the United States.

Dr Ayine disclosed this during the government’s Accountability Series on Thursday, December 18, 2025, outlining the progress made in efforts to bring the two individuals back to Ghana to face investigations.

He explained that the Office of the Special Prosecutor (OSP) triggered the extradition process on November 19, 2025, by submitting an official request for proceedings to be initiated against Mr Ofori-Atta and Mr Kore.

According to the Attorney General, the extradition request forms part of a broader investigation into alleged financial loss to the state linked to Strategic Mobilisation Limited (SML), in which the former finance minister is under scrutiny.

Dr Ayine noted that after an initial review, the International Cooperation Unit of the Attorney General’s Department identified deficiencies in the documentation submitted, which needed to be addressed to comply with international legal and procedural standards.

As a result, the Attorney General’s office communicated its concerns to the OSP in a letter dated November 25, requesting additional information and supporting documents to strengthen the application.

He said the OSP responded on December 9, 2025, submitting the required supplementary materials and resolving the outstanding issues, thereby completing the extradition dossier.

Following this, Dr Ayine stated that the fully prepared request was transmitted on December 10, 2025, through the Ministry of Foreign Affairs to the appropriate authorities in the United States, including the Department of Justice.

However, he stressed that the next steps now lie beyond Ghana’s control.

“The matter is now before the authorities of the United States, particularly the judicial system, which will determine whether the legal conditions have been met for the extradition of the two individuals to Ghana to face trial,” Dr Ayine said.

With the formal process now completed on Ghana’s side, the matter has moved into the hands of the US authorities, who will assess the request in line with their legal framework and determine whether extradition proceedings will be approved.
